National construction law firm Peckar & Abramson, P.C. (P&A) is pleased to announce the arrival of three construction litigation attorneys. The firm welcomes Joseph N. Frost, Jennifer Harris and Joshua Morehouse as Associates in the firm’s growing Washington, DC practice.

Joseph Frost focuses his practice on commercial and construction litigation and dispute resolution. He is licensed to practice in the Commonwealth of Virginia and is also admitted to the United States Bankruptcy Court for the Eastern District of Virginia. Additionally, he is a member of the American Bar Association and the Virginia Bar Association. Mr. Frost graduated from the dual degree program at the University of Richmond, where he earned both his J.D. and MBA, cum laude. While in law school, he won the Transactional Law Meets in-house competition, and went on to participate in the national competition at UCLA.

Jennifer Harris has broad experience in construction law, complex commercial litigation, real estate litigation and transactions, landlord and tenant matters, insurance defense, land-use litigation, and the enforceability of land covenants. She also represents various clients in tax sale foreclosure actions, contract litigation and negotiations, M/W/DBE matters and all manner of business disputes. Ms. Harris holds a J.D. from the University of Baltimore School of Law where she graduated summa cum laude and was a member of the Heuisler Honor Society. Upon graduation from the University of Baltimore School of Law, Ms. Harris clerked for the Honorable Mickey J. Norman in the Third Judicial Circuit of Maryland.

Joshua Morehouse represents clients in civil litigation matters and has a specific focus on construction law. He has represented contractors and developers in state and federal trial courts throughout Northern Virginia, as well as the Virginia Supreme Court. Mr. Morehouse holds a J.D. from Vanderbilt Law School, where he served on the Vanderbilt Law Review and on the school’s Mock Trial Board. During his time in law school, Josh also participated in the Vanderbilt Appellate Clinic, working together with a team of law students on an appeal before the Sixth Circuit Court of Appeals. Mr. Morehouse earned his B.A. in Political Science and Government from the University of Central Florida.
