P&A Partner Jennifer L. Harris Named Chair of the Associated Builders and Contractors (ABC) Maryland Joint Legislative Committee

Peckar & Abramson, P.C. (P&A) is proud to announce that Jennifer Harris, Partner in the firm’s Washington, D.C. office, has been named Chair of the Associated Builders and Contractors (ABC) Maryland Joint Legislative Committee.
The Joint Legislative Committee brings together the four Maryland ABC chapters – ABC Metro Washington, ABC Greater Baltimore, ABC Chesapeake Shores, and ABC Appalachia. The committee advocates for the merit construction industry on issues that impact fair and open competition.
As Chair, Jennifer guides the committee’s efforts to monitor proposed legislation, shape industry positions, and represent Maryland’s construction community before state lawmakers. In addition to leading the committee’s legislative advocacy efforts, Jennifer will help oversee the ABC Maryland Joint Legislative Summit, the organization’s annual statewide advocacy conference connecting construction leaders with Maryland policymakers.
Jennifer currently serves on the Board of Directors for ABC of Metro Washington and has been a member of the Joint Legislative Committee since 2022. She also served on ABC of Metro Washington’s Women Building Washington Committee from 2021 to 2025, including a term as Chair.

About Jennifer Harris
Jennifer represents general contractors, subcontractors, and joint ventures on public and private projects. She handles disputes involving claims for nonpayment, mechanic’s liens, wage and hour claims, design defects, and delay and disruption claims, as well as the representation of clients in the investigation and defense of payment and performance bond claims and indemnity actions. Jennifer also counsels her clients on federal and state compliance issues, joint ventures, mentor protégé relationships, and assists her clients with minority certifications. Over the course of her career, she has counseled her clients in arbitrations and mediations, as well as in all stages of state and federal litigation, including jury trials and appeals.
Jennifer is ranked by Chambers USA for construction law in Washington, D.C. and is recognized by both Best Lawyers and Super Lawyers. She earned her J.D. from the University of Baltimore School of Law and her B.A. from the University of Maryland, College Park. She is admitted to practice in Washington, D.C., Maryland, and Virginia.
