Charles E. Williams, III, a Partner in the firm’s New York office, gave a key presentation at the 2015 American Road and Transportation Builders Association (ARTBA) National Convention in Philadelphia on October 1, 2015. As a part of the Convention’s Planning & Design Division Meeting, Mr. Williams presented on recent developments regarding Disadvantaged Business Enterprise Program (DBE) compliance. Mr. Williams is a thought leader in DBE compliance issues and has presented numerous seminars on the topic.
