Bio
Bob has substantial trial experience, having tried more than one hundred cases, including over thirty jury trials, as well as numerous bench trials, arbitrations, and administrative hearings. His practice focuses on the resolution of complex construction and government contract disputes, including claims involving changes, delays and disruptions, differing site conditions, accelerations, terminations, back charges, liquidated damages, set‑aside issues, and the defense of False Claims Act allegations.
He has litigated matters before California state and federal courts, the Armed Services Board of Contract Appeals, the U.S. Court of Federal Claims, and numerous state and local agencies. Bob’s project experience spans federal, state, and local public works and private projects, including commercial buildings, airports and hangars, bridges, wastewater treatment facilities, power plants, utility‑scale solar projects, hotels, schools, hospitals and medical facilities, courthouses, libraries, parks and recreation facilities, and large‑scale earthwork projects.
Throughout his career, Bob has served as a principal of San Diego law firms focused on construction law. Earlier in his career, he served as a trial attorney in the U.S. Army Judge Advocate General’s Corps, including in the Office of the Chief Trial Attorney in Falls Church, Virginia, where he defended the U.S. Army before the Armed Services Board of Contract Appeals in claims brought by government contractors involving construction, supply, and service contracts. Bob also served as in-house General Counsel for a California construction company specializing in federal government construction projects. This experience gives him a practical understanding of construction projects from both the contractor and government perspectives.
Bob earned his J.D. from Washington & Lee University School of Law and his Bachelor of Science in Civil Engineering from the Virginia Military Institute.
