Frank M. Rapoport will be a moderator at a seminar entitled “California P3 Initiative – Public-Private Partnership Roundtable” sponsored by the Association for the Improvement of American Infrastructure (AIAI). Mr. Rapoport will moderate a panel of three leaders in the P3 movement titled “The Silent P in Public-Private Partnerships (P3): Political Buy-In” which will explore the political ramifications of developing, structuring and delivering an infrastructure project utilizing P3. The Silent “P” encompasses a host of issues including understanding the owner’s financial situation, its willingness to accept new models of project delivery, the citizen’s willingness to embrace a user pay method and more.
