Stephen M. Seeger is a Co-Managing Partner specializing in construction and government contracts law. He has successfully tried dozens of complex cases in the state and federal courts of the District of Columbia, Maryland and Virginia, as well as U.S. and International arbitral panels, administrative boards and boards of contract appeals. Steve is intimately familiar with the standard form commercial construction contracts and the government mandatory terms and conditions. He understands the nuances and pitfalls most often found in plans, specifications, regulations, and jobsite realities. Steve’s cases include power plants EPC work, lock and dam construction, subway line and station construction, and the design and building of hospital and medical research facilities, condominiums, and office buildings. He has worked extensively with contractors and subcontractors for: earthwork, dewatering and support of excavation; concrete; masonry; building envelope; mechanical/HVAC and electrical work. Steve serves his construction clients best when involved from project conception through final completion. He routinely assists in contract drafting and negotiation; bid responsiveness; on-site performance and contemporaneous documentation; change order and claim development and analysis; mechanic’s liens; bonding and bond claims; indemnity claims; and, insurance matters.
Steve understands that every client and every case is unique – that there is no silver bullet that resolves all problems. He listens and then strives to achieve what the client wants, not what maximizes billable hours. When the situation is suitable, but not as a knee-jerk reaction, he leads his clients through creative and alternative dispute resolution processes. And he appreciates when resort to the courts is the best strategic decision and most advantageous recourse.
