Justin Van Houten is a construction law Associate in Peckar & Abramson’s New York Office, where he focuses his practice on the representation of general contractors, managers and other members of the construction industry. He regularly assists clients on a wide range of issues that arise throughout the construction process—from contract review and negotiation, to the handling of claims and complex disputes.

Mr. Van Houten works with clients to find efficient and cost-effective solutions to their legal and business needs. His proactive legal approach helps clients avoid potential risks and complications before they arise, saving them time, money and energy that would otherwise be diverted to the day-to-day running of their businesses.
Prior to joining Peckar & Abramson, Mr. Van Houten served as Senior Contract Manager and Assistant General Counsel for the New York State Governor’s Office of Storm Recovery (GOSR), where he oversaw a contract portfolio containing upwards of one hundred million dollars, managed the office’s vendor contract engagements and provided legal guidance for resolving vendor performance issues, contract claims and invoice reconciliations. He also has hands-on construction industry experience, having worked for three years as an Assistant Project Manager preparing public works project bid packages and performing job cost analysis, price and quantity estimates. While earning his J.D., he earned competitive legal internship positions at General Electric Company, the NYS Department of Environmental Conservation and the Dormitory Authority State of New York (DASNY).
Mr. Van Houten earned his law degree, cum laude, from Albany Law School and his B.S. in Management and Entrepreneurship & Emerging Enterprises, with a minor in Construction Management, from Syracuse University. He is a recipient of the Academic Merit Scholarship Award and, while earning his B.S., he was a member of the Men’s Division I Varsity Soccer team and recognized as a Big East Scholar Athlete.
