Recently selected for inclusion on Super Lawyers’ list of Rising Stars, Jesse S. Keene is an experienced litigator focusing on construction, government contracts, and commercial law. As a Partner in Peckar & Abramson’s Washington, DC office, Mr. Keene has successfully tried numerous cases in state and federal courts, administrative boards, and arbitral panels.

Mr. Keene counsels clients on a variety of matters including contract negotiation, breach of contract claims, requests for equitable adjustment, bid protests, mechanics liens, payment and performance bond claims, commercial disputes, and commercial landlord-tenant disputes.
Throughout his career, Mr. Keene has represented all actors throughout the construction industry including architects, owners, general and subcontractors, suppliers, and sureties. Although prepared to litigate if necessary, Mr. Keene prefers to help his clients achieve their business goals without resort to court.
Mr. Keene earned his Bachelor of Arts degree, with honors, from Washington State University, where he was elected student body president and represented 17,000 undergraduate students from four statewide campuses before the state legislature, legislative committees on higher education, and the University Board of Regents and Administration. Mr. Keene later attended the Gonzaga University School of Law where he received his Juris Doctor and served on the Gonzaga Law Review editorial board.
After practicing construction and commercial litigation in Washington State for several years, Mr. Keene moved across the country to pursue a Masters of Law degree (LL.M) at The George Washington University Law School. Published in the Federal Circuit Bar Journal, Mr. Keene’s thesis was recently cited in briefing before the United States Supreme Court.
Mr. Keene is licensed to practice in the District of Columbia, Maryland, and Virginia and is admitted to United States District Courts for the District of Columbia, Maryland, and the Eastern District of Virginia. Mr. Keene resides in Arlington, Virginia with his wife and son. He is an avid runner and baseball fan.
