Bob Peckar was one of four New York City construction industry leaders awarded the Charles Eidlitz Leadership Award for their work in leading New York's construction unions and contractor organizations to the first "city-wide" Project Labor Agreement (PLA) in the country. The PLA provides relief to developers who can demonstrate that their projects are dependent upon a reduction in construction cost such that they will not be built absent that relief. It is estimated that the cost reduction that will result from the PLA will be as much as 20% of project cost. More than 30 projects with a total value in excess of $4 billion have applied for the PLA and once approved could provide an incredible boost to New York City's union construction industry and the City's economy.

Peckar & Abramson is pleased to announce that Jacques Cook has joined our firm as partner in our Washington, DC office. Mr. Cook will be heading our newly formed Public-Private Partnership (PPP) group. PPPs have become one of the most important project delivery methods used throughout the world particularly in regard to income producing infrastructure projects such as highways, airports, power generation and other such projects. It is projected that PPPs will become an important project delivery method in the U.S. over the next 5 years, with many States passing legislation to permit PPPs. Mr. Cook has extensive experience in international financial transactions after spending over twenty years as chief counsel at the Inter-American Development Bank, and recently as counsel at a major international law firm in New York. His clients include some of the major European construction and energy companies with important investments in the power and transportation sectors in Latin America and the Caribbean. Mr. Cook has also served as an adjunct professor at several universities teaching a course on project finance, and has advised and trained government officials in Africa and Latin America on PPPs and infrastructure concessions.

Partner Matthew P. Coglianese will be an instructor at a course sponsored by the Florida Environmental Network, Inc. on February 21-23. Peckar & Abramson is pleased to announce the opening of its seventh U.S. office in Washington, D.C. as a result of the merger with DC-based Bastianelli, Brown & Kelley, Chtd.. We would like to welcome partners Adrian Bastianelli, III, James A. Kelley, Charles M. Reifel , Donald A. Tobin, and Ronald H. Uscher as well as associates Nick R.
