Ronald H. Uscher specializes in energy and defense matters, including government contracts. He represents petroleum refining and marketing companies, traders, banks, pipeline & terminal operators, transportation & distribution companies, and Department of Defense contractors.

Mr. Uscher has a range of experience in the public and private sectors in energy matters, including competing for and performing United States Government contracts. He works with commercial, regulatory and legislative issues affecting energy companies and petroleum industry & government relations.

Mr. Uscher represents energy and defense companies before federal, state and local courts and agencies in private and public sector transactions, contracts and disputes. He appears as counsel in matters before the Defense Energy Support Center (DESC), Boards of Contract Appeals, the Government Accountability Office (GAO), U.S. Court of Federal Claims and other forums. Mr. Uscher's professional work includes bidding and negotiation of contracts, the amicable settlement of disputes, and planning how to obtain and expand government business.

Mr. Uscher is author of Selling Energy To The United States Military, National Petrochemical & Refiners Association (1999) and Facing a Fraud Investigation, Federal Publications, Inc. (1986). He speaks to government and industry groups on energy and defense matters. Mr. Uscher served for ten years as an attorney with the Defense Energy Support Center and the Department of Justice (Defense Procurement Fraud Unit). Mr. Uscher is a graduate of the State University of New York (B.A.1969), and the George Washington University National Law Center (J.D. 1973 and LL.M. 1980). He is a member of the District of Columbia Bar and Virginia State Bar.

Mr. Uscher is admitted to practice law in Virginia and in the District of Columbia. Additionally, he is admitted to practice before the United States Court of Federal Claims.
