Ronald B. Pierce is a partner in Peckar & Abramson’s Orange County, California office. A native Californian, he has practiced law for over 27 years, nearly 25 years in Orange County. He is licensed to practice before all state and federal courts in the State of California.

Throughout his career, Mr. Pierce’s primary focus has been to resolve those legal disputes that could ruin a contractor’s year or career. Through counsel, drafting, negotiation, litigation, mediation, and arbitration, he has represented contractors or their sureties in contract review and revision; bid protest; bonding and indemnity; licensing challenge; subcontractor listing; prevailing wage; change order and other contract administration; default and termination claim; delay, disruption, and inefficiency claim; liquidated damage claim; mechanic’s lien and bond right; False Claims Act claim; and subcontractor and supplier claim issues.

Mr. Pierce has represented contractors or their sureties in many prominent construction projects and disputes, for example: delay, disruption, and inefficiency claims, alleged cost overruns, defective work, and delays on remodeling project at the Tom Bradley International Terminal at LAX/LAWA; alleged False Claims Act violating set-aside requirements and Miller Act claims arising out of Enlisted Personnel Housing project, USMC Camp Pendleton; alleged failure to meet performance criteria specifications for automated water distribution system for Los Angeles Metropolitan Water District; contract and change order administration claims, disputed termination for default, on private medical clinic and birthing center in Costa Mesa; alleged cost overruns and failure to meet specifications for design-build, modular, relocatable high school in Irvine; bankruptcy of owner during construction of high-rise Marriott Suites Hotel; and multiple disputes over numerous CalTrans highway improvement projects throughout California. Amounts in controversy have ranged from several hundred thousand dollars to tens of millions, with recoveries and claims resolved in the multiple millions.

Mr. Pierce also represents a variety of businesses concerning employment, real estate, and creditor rights/bankruptcy issues, providing general counsel to small businesses.

Mr. Pierce is an active member of the Legal Advisory Committee for the Associated General Contractors, California and its Orange County Division. For over 20 years, he has been rated an “AV” lawyer, the highest standard published in the peer review ratings published by LexisNexis Martindale-Hubbell.

Mr. Pierce graduated from the University of California at Berkeley, with great distinction in general scholarship and an A.B. degree in political science, where he also was elected to the Phi Beta Kappa honor society. He earned his J.D. degree from UCLA School of Law, completing the Moot Court Honors Program.
