Markowitz has over 25 years of experience in construction and public contracting law, and has successfully represented general contractors, subcontractors, engineers, architects and owners in disputes arising from public and private construction projects. He has represented some of the nation’s leading heavy and highway contractors in prosecuting significant construction contract claims, and he also has defended his clients against claims by owners and subcontractors. In addition, Mr. Markowitz has had significant dealings with local, state and federal highway departments and local, state and federal environmental agencies in resolving disputes on major projects administered by these agencies. Mr. Markowitz has earned a reputation as an aggressive, highly skilled construction litigator and a practical and creative advocate able to achieve a favorable resolution of complex construction contract disputes in state and federal courts throughout the country, arbitration panels and dispute review boards. Prior to joining Peckar & Abramson, P.C., he was a partner with Berman, Paley, Goldstein, & Kannry, a New York City law firm specializing in construction contract law. Before that, he served as a Captain in the United States Army Judge Advocate General’s Corps and prosecuted and defended hundreds of court-martials. Mr. Markowitz has successfully tried several jury and non-jury cases involving multimillion dollar construction contract disputes, and he has obtained favorable outcomes in the overwhelming majority of these cases. Mr. Markowitz also has successfully represented clients in construction and commercial arbitrations, involving significant claims and counterclaims. In addition, he has actively participated in mediations, dispute review board proceedings and other dispute resolution procedures. Mr. Markowitz is admitted to practice before the United States Court of Appeals for the Second Circuit, The United States District Court for the Eastern and Southern Districts of New York as well as the courts of the State of New York. Mr. Markowitz is a member of the New York State and American Bar Associations (Construction and Surety Law Division; Litigation and Public Contract Section; and Forum on Construction Industry). He is a graduate of Bucknell University and New York University School of Law.
