Lori Ann Lange is a partner in the Washington, D.C. office, where she specializes in government contracts and corporate compliance counseling. Ms. Lange has represented a broad range of government contractors, including construction contractors, major defense contractors, information technology contractors, service contractors, industrial manufacturers, and transportation companies.

Ms. Lange counsels government contractors in all aspects of contracting with the federal government. She has extensive experience with the review and interpretation of solicitations, bid and proposal preparation, and the drafting and negotiation of prime contracts, subcontracts, joint venture agreements, and teaming agreements. She routinely counsels large and small businesses on the federal government’s small business programs, the requirements of the small business size regulations, and the federal government’s mentor-protégé programs. She also provides advice on government contract compliance requirements, assists in constructing and implementing mandatory compliance programs, provides ethics training, and performs compliance audits.

Ms. Lange has litigated numerous bid protests before the Government Accountability Office and the Court of Federal Claims, including multi-million dollar bid protests involving information technology procurements and OMB Circular A-76 competitions. The types of protest issues have included: best value determinations, including price-technical tradeoff decisions; past performance evaluations; cost and price realism analyses; application of evaluation factors; compliance with solicitation requirements and responsiveness of proposals; meaningful discussions and clarifications; and challenges to solicitation terms and conditions. Ms. Lange also has been involved in size protests before the Small Business Administration.

Ms. Lange has written and lectured on significant issues facing the construction industry. Ms. Lange received her Bachelor of Arts degree from George Washington University and her law degree from George Washington University. She is admitted to practice law in the District of Columbia and Maryland as well as the Court of Appeals for the Federal Circuit, the Court of Appeals for the District of Columbia Circuit, and the Court of Federal Claims. Ms. Lange is a member of the American Bar Association, the District of Columbia Bar Association, and the Maryland Bar Association (Public Contract Law and Construction Sections).
