Mr. Cook is a partner in our Washington, D.C. office where he heads our Public-Private Partnership (PPP) group. Mr. Cook has extensive experience in international financial transactions after spending over twenty years as chief counsel at the Inter-American Development Bank, and recently as counsel at a major international law firm in New York. His clients include some of the major European construction and energy companies with important investments in the power and transportation sectors in Latin America and the Caribbean. Mr. Cook has served as adjunct professor at several universities teaching a course on project finance, and has advised and trained government officials in Africa and Latin America on PPPs and infrastructure concessions. Mr. Cook has published articles in several leading trade journals on a wide range of topics related to infrastructure and development finance.

Mr. Cook has a B.A. degree from Amherst College; an M.A. from the Johns Hopkins University, School of Advanced International Studies; and a J.D. from George Washington University. He is a member of the DC and New York Bars.
